Introduction

Vattiyoorkavu Legislative constituency (LAC) includes 24 wards, via., Pattom, Kesavadasapuram, Muttada, Kinavur, Pathirappally, Kudappanakkunnu, Chettivilakom, Perurkada, Thruruthummoola, Nettayam, Kachani, Kodunganur, Vazhottukonam, Vattiyurkkavu, Kanjirampara, P.T.P Nagar, Valiyavila, Pangodu, Sasthamangalam, Kawdiar, Kuravankonam, Nandancodu, Kunnukuzhi and Kannammoola - of TMC fully and 2 wards – Medical College and Nalanchira - partially.   Important institutions in the Caplital city such as Kerala Legislative Assembly, Raj Bhavan, Vikasbhavan Office complex, Collectorate, Kerala P.S.C Office, D.S.S., Special Armed Police Camp etc.  I.S.R.O Campus, Kanakakkunnu Palace, Museums and Zoos, Science and Technology Museum, Shooting range, residences of Chief Minister, Leader of opposition, and ministers etc., situate in Vattiyoorkavu Legilsative Assembly Constituency.  This is one of the LACs having more number of Government offices in the state.

The Vattiyoorkavu LC has both urban and rural nature. The major urban centres in the LAC are Vattiyoorkavu, Peroorkada, Kunnukuzhi, Pattom, Sasthamangalam, Kesavadasapuram, Kawdiar. Malamugal, Vettikkonam, Kachani, Chettivilakom. etc belongs to the rural areas of the LAC.

The major educational institutions in this LAC are Government Law College, Law Academy, Government Engineering College – Bartonhill, Government Polytechnic – Vattiyoorkavu etc.  Government General Hospital, Government Ophthalmic Hospital, Peroorkada District Hospital Ulampara Mental Health Centre and many private health care institutions are functioning in Vattiyoorkavu LAC.

History

Vattiyoorkavu LAC was formed in 2010 by merging parts of Thiruvananthapuram North, Thiruvananthapuram East and Thiruvananthapuram West LACs. The first election to the newly formed Vattiyoorkavu LC was in 2011.

The presence of Kawdiar and Kanakakkunnu Palace of erstwhile Travancore dynasty in the LAC commands historical importance since ancient history. The infrastructure facilities including the road from kawdiar to Palayam have been developed during the Kings rule.T

he place also marks its importance in National Freedom movement. Kerala Pradesh Congress organized its first State level conference during 22-23 December 1938 in Vattiyoorkavu. The then Government prohibited the conference and attacked the conference using horse mounted police. Ms. Akkamma Cheriyan and her sister Ms. Rosamma Punnoos got arrested for organizing the conference. The birth place of social reformers like Chattampi Swamikal and Pattom Thanupillai are in Vattiyoorkavu LAC.

Vattiyoorkavu and Kudappanakkunnu were rural panchayats prior to merging them with TMC in 2001. This region is now under tremendous urbanization.

Topography

This LAC is having undulating topography. Malamugal, Barton hill, PTP Nagar, Vettikkonam etc are hilly region with moderate slopes. Kanjirampara, Maruthamkuzhy, Edappazhinji, Kunnukuzhi, Marappalam, Goureesapattom, Pattom, Kannammoola etc are low lying areas. There are not much plain land in this LC. The low lying land affects floods during heavy rains.

Water resources

Rivers, Canals

Killiyar, the main tributary of Karamana River enters the LAC at Vazhayila and flows through Kanjirampara, Maruthamkuzhi, Edappazhinji and flows to Thiruvananthapuram LAC. Pattom Thodu flows through Kinavoor, Muttada, Marappalam, Plamoodu, Kunnukuzhi and Gowreesapattom and joins Amayizhanjan Thodu near Kannammoola. Ulloor thodu which flows through Ulloor, Pattom and Kannammoola also joins Amayizhanjan Thodu near Kannammoola.

Public ponds, Open wells and other water sources

There are 32 ponds in Vattiyoorkavu LAC, in which most of them are contaminated with waste. Many of the ponds are unusable due to sedimentation of sludge. A water body of 2 acres of area have been formed in Thuruthummoola due to granite quarrying which is having immense potential for tourism development. The pond situated at PTP Nagar, owned by Thiruvananthapuram Municipal Corporation, is used as swimming pool.

People

About 20% of population belongs to high income group, 55% belongs to middle income group and 25% belongs to low income group. Most of the socially and financially backward people lives in colonies and revenue puramboku lands. Majority of these colonies are at situated in low laying areas and near to thodu and hence they are more vulnerable to natural calamities and floods. About 1046 families lives in 36 SC colonies in Vattiyoorkavu LCA. People belong to Hindu, Muslim and Christian religions in this LAC lives in harmony.

Kudumbasree

There are two CD, via., CDS 1 and CDS 2, in Vattiyoorkavu LCA. 35 Kudumbasree units from Pattom, Kesavadasapuram, Medical College, Nalanchira wards are under CDS-1. 946 Kudumbasree units from 22 wards falls under CDS-2. There is a Community Livelihoods Center at Muttada which provides training for self employment enterprises of Kudumbasree members and marketing support. Kannammoola IT unit continue to be a successful enterprise under Kudumbasree Mission. The cloth bag making units initiated by Tiruvananthapuram Municipal Corporation at Muttada, Nettayam and Valiyavila in the back ground of ban have a potential to develop. The possibilities need to be explored to providing more employment opportunities, especially for women in the region.

Development Sectors

Agriculture, Animal husbandry,

The major crop in this region, coconut, lacks scientific maintenance. Agriculture land is available in Vattiyoorkavu and Kudappanakkunnu areas. Vegetables are cultivated in homesteads and in roof top. As a result of massive campaign vegetable cultivation has been increased marginally. Intervention is required to utilize the compost produced in household level waste management for farming. Thiruvananthapuram City, Vattiyoorkavu, Kudappanakkunnu and Ulloor Krishibavans are in charge of promotion of agriculture in the LAC.

Majority of cattle stock and poultry is in the Vattiyoorkavu – Kudappanakkunnu region. Lack of space for scientific management of waste from cattle is one of the biggest challenges in this region. Converting the organic wastes, especially food wastes into quality organic manure is a solution. Veterinary hospitals in Vattiyoorkavu, Munnammoodu, Pongummood, Pettah, Thrikkannapuram, Nalanchira and Kudappanakkunnu serves the farmers engaged in cattle rearing and poultry farming.

Industries

There are no major industries in Vattiyoorkavu Legislative Constituency. But there are many IT based enterprises, small scale industries, and Kudumbasree Micro enterprises functioning in the LAC. The development potential of IT and tourism sector need to be explored further.

Service Sector

Majority of the people in the LAC finds their livelihood from service sector. 28% of total population are employed in Government / Public Sector. People are also engaged into IT Sector, unorganized sector, commercial sector and other service sectors.

Infrastructure

Road Network

Vattiyoorkavu LAC is having good road network. The national highway which is maintained by NHAI, passes through Ulloor to LMS Junction in Vattiyoorkavu LAC. Thiruvananthapuram – Nedumangad road, Palayam – Chackai Road, Palayam – Kannammoola – Medical College – Ulloor, Medical College – Pattom – Kawdiar, Palayam – Vazhayila, Sasthamangalam – Maruthamkuzhi etc are maintained by Kerala Road Fund Board on behalf of PWD. Besides this there are a number of roads and foot paths maintained by Thiruvananthapuram Municipal Corporation.

Electricity

Vattiyoorkavu LAC enjoys quality electricity with 100% coverage. KSEB owned and maintains the supply lines. Street lights are everywhere, high mast and mini mast lamps have been installed in main junctions. The lighting is maintained by Thiruvananthapuram Miniciapl Corporaton. Construction work of a micro hydel project led by Energy Management Centre at Kaduvetti near Sasthamangalam is in progress. Interventions are required to tap the immense potential to top solar energy using roof top solar power plants.

Drinking Water

Though there is a well distributed drinking water pipeline network covering every nook and corner of the LAC, hilly areas face shortage in drinking water supply. There is severe shortage of drinking water supply in places like Peroorkada, Kawdiar, Jawahar Nagar, Nandancode, Kesavadasapuram etc. Limited capacity of water treatment plant at Aruvikara leads to this crisis. The construction work of a new water treatment plant at Aruvikara under AMRUT project and lying of new distribution lines under JNNURM and Plan fund are the steps taken by the Thiruvananthapuram Municipal Corporation to solve the problem. The water treatment plant construction at Aruvikkara is nearing completion and is is expected to get commissioned by March 2020.

Educational Institutions

There are 3 Kendriya Vidyalayas, 15 government schools, 7 aided schools and 10 unaided schools in Vattiyoorkavu LAC. The intervention of State Government and Thiruvananthapuram Municaipal Corporation to strengthen public education by improving both infrastructure as well as teaching standard in the schools results in remarkable improvement in the sector and the change is evident in the SSLC and Plus2 results. More interventions are needed to improve the infrastructure facilities and to establish high tech class rooms. The construction work of school building funded by KIIFB at Pattom Government Girls Higher Secondary School and Vattiyoorkavu Higher Secondary and VHSS are in progress.

There are 3 professional colleges, one technical college and one arts and science college in Vattiyoorkavu LAC. Kerala Civil Service Academy, Cooperative College, Survey College, ITI and other unaided professional technical education institutions are also functioning in this LAC.

Financial Institutions

The service area of 57 public sector banks, 16 Cooperative bank branches and 18 private financial institutions are in Vattiyoorkavu LAC limit. Major service co-operative banks functioning in this area are Vattiyoorkavu Service Cooperative Bank, Peroorkada Service Cooperative Bank and Kadakampally Service Cooperative Bank.

Markets

Peroorkada, Vattiyoorkavu and Pangode markets run by Thiruvananthapuram Municiapl Corporation are the main markets in Vattiyoorkavu LAC.  Pangode fish market is one of the major wholesale fish market in the district of which fish supply chain network is as broad to reach neighbouring states.  An efficient sewage treatment plant has to be established to manage the liquid waste from the fish trade in this market.  A system has to be established to control and monitor the quality of fish with the co-ordinated efforts of Thiruvannathapuram Municipal Corporation and Food Safety Commission. The Peroorkada market improvement project under KIIFB is in the initial stages of implementation. Vattiyoorkavu market which is a small market at present has immense potentials for development.

Healthcare Institutions

There are 15 Government hospitals and 35 private hospitals/clinics operate in Vattiyoorkavu LAC.  The major Government hospitals are General Hospital, Ulampara Mendal Health Centre, Ophthalmic Hospital and Peoorkada District Hospital. The major private hospitals are S.U.T, Meditrina, Cosmopolitan Hospital, Sree Ramakrishna Mission Hospital etc.  Mental Health Centre at Oolambara is one of the two such government hospitals functioning in the state.

Old age care centres and Paliative care centres

About 15% of total population in Vattiyoorkavu LAC are above 60 years of age.  Sandwanam, the old age home maintained by Thiruvannthapuram Municipal Corporation at Malamugal, is the only one government run old age home in the LAC.  So many NGOs and Charitable institutions are also engaged in the activities of caring of old age people and palliative care support for patients of Medical College and Regional Cancer Centre.

Parks and open spaces

There are a number of public spaces and parks in the LAC.  The largest public space in the City is Museum compound which is utilized by thousands of people for leisure and exercises.  Kawdiar Swamy Vivekananda Park, Akkamma Cherian Park, Freedom Park near Shooting Range at Vattiyoorkavu, Pottakkuzhy E.K. Nayanar Park, Museum Children’s Park, Ayyankali Park, Kuravankonam E.M.S. Park, Vettamukku Park are the major parks in the LAC.   There are three open air theatres at A.K.G Park, Kawdiar Park and Akkamma Cherian Park.  The maintenance of Freedom Park near shooting range park is by Archives department and the Museum park by Museum and Zoo department. Rest of the parks are managed by Thiruvananthapuram Municipal Corporation.

Tourist Centres

The major tourist attractions in the LAC are Museums, Zoo, Kanakakkunnu Palace and State science and Technology Museum. Facilities have to be improved for tourists in these centres.

Libraries and Cultural Centres

The major cultural centres run by Government are Vyloppally Sanskriti Bhavan and Jawahar Balabhavan.  There are 31 libraries including those under State Library Council and Thiruvananthapuram Municipal Corporation. Projects and programmes have to be formulated to improve the reach of these institutions.

Religious Centres

There are 126 temples, 74 churches and 11 mosques in Vattiyoorkavu LAC.

Parking Facilities

Lack of parking space in major junctions and or commercial centres is a major challenge in the LAC. It is creating inconvenience both to the public and to these market centres. Parking on the busy streets and bylanes often cause traffic block. The scope for providing parking facilities at places like Peroorkada, Vattiyoorkavu, Museum, Sasthamangalam, Pattom, Medical College, Kannammoola and General Hospital need to be explored.

Public Toilets

The public toilets facilites are very limited in Vattiyoorkavu LAC. The condition of these toilets is to be improvised. At present public toilets are available in General Hospital and Museum.  Public toilets have to be constructed in the main junctions like Kesavadasapuram, Pattom, Medical College, Kannamoola, Sasthamangalam, Vattiyoorkavu, Kulasekharam, Nettayam, Peroorkada, Kawdiar and Kudappanakkunnu.

Solid Waste Management

Solid Waste Management activities are carried out by Thiruvananthapuram Municipal Corporation. Following the closure of Vilappilsala Centralised Solid Waste Management Plant, the Municipal Corporation is promoting decentralized and source level solid waste management. Municipal Corporation provides bio composter kitchen bins for households to promote source level management of organic waste.  Community Level Aerobic Composting Units are established to manage organic waste at community level.  Non bio degradable waste which falls into the category of Non – recyclable / Non saleable / Hazardous / E-Waste are segregated and collected by municipal corporation for disposal through Material Recovery Facilities established at community level.  The municipal corporation has engaged service providers to provide technical support for composting and door to door collection of non-bio-degradable waste. The solid waste management activities of Thiruvananthapuram Municipal Corporation is to be strengthened and more community level aerobic composting units and MRFs have to be established to ensure effective solid waste management in the LAC.

There are 5 community level aerobic composting units and 3 Material recovery facilities in the LAC, which operates from 5 am to 9 pm throughout the week.  Moreover a manned segregated dry waste drop centre is operating at Sasthamangalam on 24X7 mode.

Liquid Waste Management

The sewerage network covers the LAC partial due to geographical barriers.  The centralized sewerage treatment plant owned by Thiruvananthapuram Municipal Corporation and operated by Kerala Water Authority is having a total capacity of 107 mld per day. At present around 50 percent of the capacity of the sewerage treatment plant only is utilised. At the same time the grey water and black water from households and commercial establishments are released untreated into water bodies like Killiyar, Ulloor thodu, Pattom thodu etc. As a result of this, the the water bodies of the region are getting polluted and affecting the health of the people.  Simple and low cost technologies to treat grey water at source need to be promoted to reduce the water pollution.  Efficiency and standards of septic tanks need to be improved to curb pollution from black water.  Expansion of sewerage lines in possible places is under consideration.
